ADMISSION RULES

  • A student who furnishes particulars or submits documents which are found to be false, or suppresses material information, shall not be considered for admission, and, if he/ she has been admitted on the basis of such information, besides legal action at his/ her cost, his/ her admission shall stand automatically cancelled and the entire fee of any description whatsoever paid by him/ her shall stand fully forfeited.
  • In the event the Admission Committee of the college is not satisfied with the character or antecedents of an applicant, in the overall interest of maintaining the academic standards and discipline of the college, it retains the exclusive right not to admit him/her to the college.
  • A student who wishes to be admitted after a gap period of one year and/ or, more (after passing the qualifying examination) shall submit at the time of admission, an affidavit duly Notarized, justifying the reasons for the gap period and certifying that he/ she had not taken admission in any college / university and had not been rusticated or had not been sentenced to jail for a criminal offence.
  • He/she will necessarily have to comply with the minimum eligibility criteria.
  • The College reserves the right not to make admission to any course without assigning any reason. A course/specialisation will be offered only if number of students admitted to the course/specialization is five and above.
  • The candidates selected for admission will be required to deposit the dues immediately or as notified by Admission cell.
  • The admission of the candidates who fail to deposit their dues by the notified time will automatically stand cancelled and the seats so vacated will be offered to the other candidates.
  • College reserves the right to enhance the fees and funds to be charged from students, in any session and at any stage.
  • Admissions shall be made by an Admission Committee comprising of faculty and administrative staff of the college to be nominated by the Principal/Management. The Committee will be headed by the Chief Admission Officer.
  • The Committee shall scrutinize the application forms for admission of the candidates in accordance with the conditions of admission prescribed in college prospectus. The decision of the Admission Committee on any matter concerning the admission policy and selection procedure shall be final and binding on all concerned.
  • 50% Seats will be allocated on merit basis and remaining 50% seats on First come First serve basis in each course.
  • Merely depositing fee will not confirm the admission. Submitting/ getting document verified by college as well Punjabi University, Patiala is a necessary condition before admission can be confirmed.
  • The candidate from Boards/Universities other than Punjabi University Patiala, has to seek ELIGIBILITY CERTIFICATE from the Punjabi University, Patiala at their own level before seeking admission to any class.
  • According to the direction of the Punjabi University, Patiala, every student has to submit his/her original documents to the college office at the time of admission & are to be forwarded to University for verification purpose. By not doing so the sole responsibility lies on the student and he/ she will be charged a late fee according to the Punjabi University, Patiala Rules.

REFUND / SEAT CANCELLATION

  • All requests for cancellations/withdrawal of admission must be made in writing by the applicant & Counter Signed by Parent giving reasons for the same and must be accompanied with the original fee receipt. Requests made verbally or telephonically or by fax/email or without the original fee receipt shall not be entertained.
  • In case a student withdraws his / her admission before the last date of withdrawal (on or before 14th July 2015) the fee deposited by him / her will be refunded after deducting Rs.1000/- (One Thousand only) from the total amount of first semester tuition fees. (refer rule 2.5 for detailed information)
  • The refund shall be made in the name of the student by crossed account payee cheque only and shall be mailed by Registered post to the student in the month of September from 15 to 30 of day.
  • In case a student does not have a bank account and wishes to have his/her refund cheque in the name of either parent, he / she shall submit an affidavit/undertaking along with the application for withdrawal.
  • If admission is cancelled before the commencement date of the academic programme
  • If the admission is cancelled after commencement of programme and if the vacancy get filled by another candidate before the last date of admission (i.e. 14-07-2016)
  • If the admission is cancelled after commencement of programme and if the seat consequently falling vacant has not been filled by another candidate before the last date of admission (i.e. 14-07-2016)
  • Rs. 1000/- deduction towards processing fee. ii) Balance fee is refundable.
  • Security Deposit to be refunded 100%. ii) Application Fee is Non refundable. iii) Admission fee is Non-refundable. iv) Institutional Development Fund to be refund 100%. v) Academic, Hostel & Mess Fees to be refunded after pro-rata deduction.

  • Since no mid-course admissions can be made by the college to fill a vacancy hence mid-course withdrawls are not allowed. No objection certificate for a mid-course withdrawal under special circumstances shall only be given if student has deposited the balance year fees and any other dues outstanding to the college as per Undertaking submitted at the time of admission.
  • As per the Hon’ble Supreme Court and / or the competent authority, no admission can be made by the College/University to fill a vacancy that may arise after the last date of admission for unfilled seats. Therefore, in case of withdrawal after the last date of admission for unfilled seats, it will be classified as a mid course withdrawl, as the seat so vacated will continue to remain unfilled for the balance years of the degree. In view thereof, in case of any mid-course withdrawal, fee, by whatsoever name called is nonrefundable under any circumstances whatsoever and he/she has to deposit the balance years fee.
  • No certificate of any kind shall be issued to those leaving the college without permission. Refund of fee is not permissible.
  • No certificate of any kind shall be issued to students who have not cleared the arrears of fine, Hostel or College dues or library books’ fine.

ATTENDANCE RULE

  • If a student after depositing the admission fee, remains absent for continuous 10 days in the beginning of the session, his/her name would be struck off from the rolls of the class. The Head of the Department will display on the Notice Board the name(s) of such candidate(s). On receipt of request from the student within one week from the date his name was struck off from the rolls, justifying his/her absence from the class, the Head of the Department may re-admit the candidate on the merit of the case. But in no case there admission is allowed after 2 weeks.
  • Every student will be required to attend a minimum of 75% lectures delivered to that class in each paper. If a student’s name is struck off from the rolls due to any reason and is readmitted later on, his/her percentage of attendance will be calculated from the total delivered lectures to the CLASS.
  • If a student remains absent continuously for 10 days during the course of study, his/her name would be struck off the rolls. The Head of the Department will display on the Notice Board the name(s) of such candidate(s). In case such a student does not seek readmission from the Principal by sending his/her request through the Head of the Department, within one week from the date of his/her name was struck off from the rolls, he/she will not be allowed for re-admission.
  • In case of serious ailment the Head of the Department will be empowered to condone the shortage of lectures upto 6% of delivered lectures to that class and further 6% condonation will be considered by the Principal. Such a student shall have to submit necessary Medical Certificate to the Head of the department/Principal immediately after he/she is fit to join classes. However the student has to intimate the HOD through fax/e-mail/post regarding his/her ailment. Verbal or telephonic request will not be considered. No medical certificate will be entertained at the end of the academic session. Before recommending the medical certificate concerned Head/Principal will verify that student has not attended any lecture during that period. Similar benefits can be given to a candidate in case of his/her marriage (for five days); for attending Interview/placement (for actual number of days spent) but the limit of condonation will remain upto 12% i.e. 6% + 6% including all above benefits.
  • If a student is admitted late due to any reason, the condition of 75% lectures will be considered from the date of his/her admission.

STUDENTS DISCIPLINE

  • The college expects that every student shall at all times display good behavior, show diligence in studies, maintain decorum and dignity, take due interest in co-curricular activities, observe a code of conduct both within and outside the campus in a manner befitting to the student of an college of national stature and observe rules of discipline of the college and thus ensure free and congenial environment for all its students to pursue their studies without any distraction.
  • Each student shall show due respect and courtesy to the teachers, administrators and other employees in and outside the college and good behavior to fellow students including residents in surrounding areas or around hostels. Students shall pay particular attention to safeguard the dignity and honour of fellow girl students and the lady faculty and shall not do anything directly, indirectly or through social media or aid any one in doing so, which could cause mental or physical harassment, insult, defamation or outrage the modesty of women inside or outside the campus.

LEAVE RULES

  • 75% attendance in each subject is mandatory. However, in case of sickness and other emergencies, a student is required to apply for leave on the prescribed Performa. A medical certificate must be submitted when fit to join the classes.
  • Medical leaves can be granted maximum of 12% i.e. 6%+6% of total delivered lectures as stated in para 3.4.To apply medical/casual leaves students has to apply in advance.
  • Students should apply for leave on a prescribed form duly countersigned by parents or authorized guardians. Booklet of leave forms can be obtained from college office on payment of Rs. 10/-.
  • Leave from the college upto 5 days can be granted by HOD duly recommended by class Incharge and for more than 5 days by the Principal, duly recommended by HOD & class Incharge.
  • The name of the student who remains absent from college for 10 consecutive days without prior permission, shall be struck off from the College rolls.
  • Total leave/absence should not exceed 25% of full course of lectures delivered in each subject.

ANTI-RAGGING POLICY

  • Ragging is strictly prohibited in Dolphin (P.G.) College of Science & Agriculture & college follows a ZERO Tolerance policy towards Ragging. Ragging, its abetment, eve-teasing and / or any kind of mental or physical harassment, either directly or indirectly, of any student(s) by whatsoever name called which may hurt the sensibilities or self esteem of a student(s), inside or outside the University and/or its hostel(s) / mess, cafeteria is strictly prohibited by law and as held by the Hon’ble Supreme Court of India in its order dated 08/05/2009 in the case titled ” University of Kerala Vs Council, Principal’s College Kerala & others” bearing CA No. 887/2009, an Anti- Ragging Affidavit as per annexure III & IV has to be submitted along with other documents at the time of admission.
  • Disorderly conduct whether by words spoken or written or by an act, which has the effect of teasing, treating or handling with rudeness any other student(s), indulging in rowdy or in-disciplined activities which causes or is likely to cause annoyance, hardship or psychological harm or to raise fear or apprehension thereof in a fresher or junior student(s) or asking the student(s) to do any act or perform something, which such student(s) will not do in the ordinary course and which has the effect of causing or generating a sense of shame or embarrassment so as to adversely affect the physique or psyche of a fresher or a junior student shall constitute an act of ragging.
  • Association, active or passive, with any unlawful organization including holding and/or participating in demonstrations, inciting violence, displaying notices or circulating handbills in the college and/or its hostel (s)/mess is strictly prohibited.
  • Smoking, consumption of alcohol, drugs or any other intoxicant by whatsoever name called within the college premises and/or its hostel (s)/mess is strictly prohibited.
  • Besides police/legal action, a student found indulging in any of the above activity(s) shall be expelled from the college. In case of expulsion from the college, under such circumstances, the entire fee paid by him/her shall be forfeited. Use of cellular/satellite telephones and/or pagers within the college premises (other than the canteen/mess area) is strictly prohibited.
  • An Anti Ragging Affidavit as mentioned in annexure III & IV is attached to this prospectus and is to be filled, signed and submitted by the student and parent, along with the other documents at the time of admission.

LIBRARY RULES

  • On joining the college a student is issued an Identity-cum library card. The Student is expected to carry ID card with them. The books are issued from the Library and students are admitted to the Reading Room on the production of the identity card. If lost, a new identity card could be obtained on payment of Rs. 100/-. The students are advised to inform the Police about the lost Identity Card to avoid harassment in case of its misuse. The students must carry their Identity cards with them in the college campus.
  • The College has a fully computerized Library. There are about 6,000 books, over 50 CDs, 50 Periodicals and 10 Newspapers.
  • The Library remains open during college hours for issue and return of books.
  • Library books will be issued to the students on Membership Card System. Two books per student will be issued for a period of 7 days.
  • An overdue charge of Rs. 5/- per book per day will be levied if it is kept beyond the permissible period of loan.

  • The Librarian is empowered to recall or withhold issue of any book at any time if necessity arises.Borrowers shall not write upon, damage or mark any book, periodical, map or material belonging to the Library.

  • Before a student leaves the college or migrates to some other college or gets his roll number issued for University examination he/she will have to return all the library books and obtain NOC from the Librarian.
  • After obtaining the NOC (before annual exams) students can be re-issued books on request and payment of special security at double the price of the books issued which is refundable immediately on the return of books.

INTERNAL EXAMINATION

  • According to the University rules, two Internal Examinations will be held in each semester. For odd semester it will be in September/October while for even semester in February/ March. The Internal assessment is calculated on the basis of marks obtained in these examinations.

  • The College confers an Annual ‘All Round Best Student Award’ to a student who excels in academics and extracurricular activities in the course of his/her tenure in college.

MIGRATION RULES

  • A candidate who has passed his/her 1st year or 2nd year examination conducted by another University/College affiliated to another University in India under specific authorization by the University concerned is allowed to migrate to this college n 2nd year/3rd year class of the respective course on the condition that such a candidate will have to clear the deficient subjects if any, within the permissible chances. Mid term migration from other Universities is not permissible. A student migrating must note that he/she will not be admitted to the same course unless he produces; a migration certificate from the University concerned, the lower examination passed certificate & a lecture statement from the college he/she migrates from.
  • Migration of student from this College to any other college will not be allowed at all.
  • Migration fee and Eligibility fees shall be charged from every student migrating from another University.
  • When the migration of the student has been allowed, he/she must join the new college within 15 days otherwise the migration shall automatically stand cancelled.

HOSTEL ADMISSION RULES AND GUIDELINES

  • The college hostel has limited seats for new admission both in case of boys & girls. The candidates have to apply in advance.
  • Old students as well as new candidates will apply on the prescribed Hostel Admission Form contained in the prospectus.
  • Candidates will submit duly filled in Hostel Admission Form to the College Office before the last date of form submission.
  • Irrespective of the College seats, the Hostel seats are limited; therefore, admission to the college does not ensure the right of the candidate to the Hostel seat.
  • After the candidate has been granted admission in the college as well as in the hostel, candidate has to pay his/her college and hostel dues on the same day at the fee counter.
  • In case the candidate does not pay his/her fee on the same day, he/she loses the claim to the hostel seat.
  • Admitted students will report to the hostel authorities in their allotted hostels one day before the commencement of the classes.
  • Parents must accompany the ward on the reporting day in the hostel. Attendance on the orientation day is compulsory. The date of the orientation day to be checked up at the time of admission.
  • Rooms in the Hostels are allotted by the Hostel authorities only when students reports to them.
  • The student will be allotted the Hostel room when he/she reports to the hostel authorities in the hostel on the orientation day i.e. one day before the commencement of the college classes.
  • It is mandatory for the new students and their parents to be present on the orientation day, on which they will be acquainted with the hostel staff and apprised of the Hostel rules and code of conduct. Only under unavoidable circumstances the parents may seek permission to miss the orientation day
  • At the time of Hostel admission, parents are advised to inform the hostel authorities of any chronic ailment from which the student may be suffering, so that they are better equipped and prepared to handle such emergencies. In case this fact is concealed from the authorities at the time of admission the college will not be responsible for any emergency that may arise. Students are advised not to indulge in self medication, if they do so, they will be responsible for the consequences.
  • Students are required to bring their own BED-SHEET (2 ), PILLOW COVERS (2 ), LOCKS (2), BUCKET (1 ), MUG (1 ), DUSTERS (2), TEA/COFFEE MUG (2) etc.
  • Some of the items will be issued to the residence students against that signature by college. These includes WOODEN BED (01), CHAIR (01), TABLE (01), MATTRESS (01) AND ALMIRAH (01). Students will be responsible for any breakage or loss of furniture issued to candidate.
  • Hostel students are not allowed to use any personal electric appliance. In case of a defaulter, strict action will be taken and the appliance will be confiscated. They are also warned not to tamper with electrical fittings. The college will not be responsible for any mishap.
  • The college does not take any responsibility for any action of any boy/girl which proves fatal or is detrimental to his/her social reputation.
  • The college does not take responsibility of valuables, especially mobile phones and excessive cash of resident students. They are, therefore, advised not to bring jewellery or excess cash with them.
  • Students are not allowed to stay in the college hostel during Autumn break, Winter break or Summer vacations, i.e. after the University Examination. However, in case of an emergency, arrangements can be made for their stay only after getting special permission from the Principal.

  • No student shall leave the hostel without permission of the Hostel Warden/ College Authorities, failing which strict disciplinary action will be taken.
  • All the resident students are permitted to join any coaching classes and other advanced courses before and after their college classes. The parents must submit an undertaking and permanent authority letter duly signed by them and mention the name of the Institute which their ward wishes to join. Students are required to report back in the hostel latest by 6.00 pm.
  • Outings will be allowed to the students on alternate Saturday from 10.00 a.m to 5.00 pm. Students are required to report back in the hostel latest by 6.00 pm, failing which strict disciplinary action will be taken and he/she may even be denied.
  • All the students will report daily for Roll Call in the respective hostels at 8.00 pm sharp.
  • Parents of the defaulter students can be called by the hostel authorities any time. So they are advised to take the report of their wards from the hostel wardens from time to time.
  • If, at any time, it is found that the information given to hostel authorities by the parents or the student is wrong, strict action will be taken immediately by the hostel and college authorities.
  • Students will not be allowed to leave the hostel before the date of the closing of academic session. Students/parents are advised not to make travel reservations before this date.
  • Parents will countersign the attendance, house test results, record of outings of their wards regularly. Lecture shortage statement will be sent to parents.
  • Students will be allowed to go home on leave/vacation only on the production of a permission letter from the parents. If they extend their stay, serious action will be taken against them.
  • Appointment of one local guardians is must for the hostel record of the resident students.
  • Male students (real brothers and cousins) will not be accepted as local guardians and will not be allowed to enter the hostel premises.
  • Only parents and guardians will be allowed to meet their wards from 3:30 pm to 5:30 pm on Saturdays and 10:30 am to 1:30 pm on Sundays.
  • Resident students are not allowed to take part in any kind of protest or strikes.
  • Students are expected to maintain a decent dress code in the hostel and college premises.
  • Habitual defiance of the Hostel rules will render a resident fine and even expulsion from the college.
  • Smoking and drinking are strictly prohibited in the college campus as well as hostel.
  • Ragging is strictly prohibited in the college campus and hostel premises.

JURISDICTION

The Principal shall be final authority to determine whether an act of any college student falls within the category of misbehavior .In case the prinicipal is unsatisfied he can impose deterrent fines , expel or rusticate the student even without calling for any explanation.

The contents of the prospectus are subject to alteration and alterartin so made shall be binding on all . The prospectus is guide book and must be in the possession of every student ignorance of rules given in the prospectus will not be taken as an excuse

Green House Polyhouse

For the students of agriculture sciences, Dolphin College has come up with high-tech climate controlled greenhouse to train students in the latest growing technology at par with the global technology. The students are trained for cultivation of fruits and vegetable in soil less media exploiting most recent Hydroponics and Aeroponics technology coupled with Organic cultivation of crops free from hazardous pesticides and toxic chemicals. The greenhouse is also used for hardening of plants produced through Plant Tissue Culture. The greenhouse is well equipped with drip line, foggers, cooling devices, thermal sheets, automatic watering and fertigation systems. The students are trained in such way that they become competent to grow as entrepreneurs or skilled job seeker in various kinds of related industries.
